About Programme Management and Quality Assurance


The Programme Management & Quality Assurance office (PMQ) is responsible for the setting up of a single, centralised framework, designed to ensure the implementation and delivery of key organisational projects and other change initiatives within the Authority. Programme Management is responsible to define best practice within the Authority and aims to standardize quality assurance and change management activities thus introducing economies of repetition in the execution of projects. The Programme Management team is key towards ensuring the completion of projects within budget and in the established timeframes.

The Role


Within this role you will be reporting to the Deputy Head within PMQ at the MFSA and will carry out the following tasks:

  • Successfully lead teams through all phases of the reengineering effort;
  • Collaborate with cross-functional stakeholders to document existing processes, record and verify root cause issues and reengineer business processes;
  • Demonstrate the ability to influence others using a variety of tactics; develop and maintain trusting relationships with the Business to foster alignment, transparency and collaboration. Resolve any resistance or conflicts to change so that innovative solutions are successfully implemented in a timely manner.
  • Stay abreast of the latest trends and best practices in financial services authorisation and supervision.
  • Coach, mentor and develop colleagues on operational excellence and create a continuous improvement mindset.
  • Candidates also have to be prepared to be hands-on and be willing to analyze processes, conduct walk-throughs with the business, review the processes, document the findings and start mapping out revised and enhanced process flows as well as use cases.
  • Candidates will also be subject to testing of revised processes as well as write test cases and test plans and provide user training for testing of implementation of processes on a system;
  • Provide light project management including but not limited to communication plans, planning, tracking, identifying and resolving issues, risks, and status related to projects;
  • Ensure successful knowledge transfer activities as part of the requirements analysis and hand-over process;
  • Support Quality Assurance in interpreting business requirements and acceptance criteria;
  • Support Quality Assurance in building test scripts, in validating test results and in resolving defects so as to ensure compliance with functional specifications prior to delivery;
  • Provide the necessary training to MFSA staff during User Acceptance Testing;
  • Work on multiple projects simultaneously;
  • Document all work in accordance with agreed standards; and
  • Maintain status reports for all tasks on a regular basis.

About You


We are looking for candidates with solid academic background in Business, Financial Services, IT and/or Change Management or in an equivalent professional qualification. Individuals must have strong leadership, problem solving and communication competencies.

The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level. One must have Six Sigma certification.

You will also possess a minimum of five (5) years' work experience in a Change Management environment or equivalent exposure in project management. Candidates with working experience in financial services authorization and/or supervision and conversant with the methodologies adopted for supervision will be preferred.

If you do not have the necessary academic or professional qualifications but you have a t least ten (10) years of relevant experience in a related environment, we would still be interested in speaking with you.

Knowledge, Skills and Experience Required

  • Demonstrable management skills with a proven track record to lead a team;
  • Must have the ability to challenge the status quo, envision the future, enable, empower and motivate others;
  • Must be able to demonstrate the ability to influence others using a variety of tactics;
  • Must be passionate about coaching, mentoring and developing others. Must have experience with program, project and team management;
  • Must be proficient in business modelling, business process improvements techniques, change implementation and planning, data analysis, organizational design, requirements definition, stakeholder relationship management and system design;
  • Must be capable of identifying and prioritizing operational improvement initiatives;
  • Must be capable of mapping current processes to identify, quantify and scope non-value-added activities, root cause problems and improvement opportunities;
  • Must be proficient with methods and techniques for preparing statements of requirements both orally and in writing;
  • Should be familiar with standards associated with IT practice nationally and internationally;
  • Must demonstrate a strong awareness of the uses of IT within the financial services industry;
  • Previous participation in European Supervisory Authorities (ESAs) working groups as these provide an exposure to a different way of working across European Regulatory Authorities which could be an asset to the team;
  • Capability of thinking outside of the box to be able to enhance processes and make them more efficient;
  • Be capable of embracing change and be the champions for the Authority to promote the changes as well as ensuring that other staff members take up the changes too;
  • Must be able to communicate with internal and external clients in an effective manner with strong negotiation skills;
  • Must be capable of gaining acceptance of process improvement recommendations from management;
  • Must have strong written and oral communication skills; and
  • Must be accurate and systematic in doing work.
